Introduction: In the challenging terrain of Samat, Bataan, Philippines, this ground-breaking project aims to create the first saltwater and marine fish conservation and educational facility. The principal aim is to establish an immersive learning environment that will be accessible to students, institutions, governing bodies, people living in the mountains, and the wider community. This project seeks to create an architectural marvel that can sustain aquaculture practices, replicate complex marine and saltwater ecosystems, and support comprehensive education and awareness programs on a higher and safer platform by addressing the many issues that communities and the world face, such as rising sea levels, fish degradation, unsustainable fishing practices, and food insecurity.

The primary objectives of the project are to make artificial saltwater fish resources sustainable and suited to mountainous areas; to support the preservation and management of saltwater and marine fisheries; to encourage a better comprehension of traditional fishing techniques; to promote community development, empower indigenous communities; and to advocate for the long-term value of traditional aquaculture practices in such unique contexts. It makes use of public-private partnerships with government agencies such as the Bureau of Fisheries and Aquatic Resources (BFAR) and organisations like the World Association of Zoos and Aquariums (WAZA), utilising their knowledge of marine conservation. The lasting effects of this collaborative endeavour are intended to be observed in the development of communities and the preservation of marine biodiversity.

Site Context

Site Vicinity

A suitable location is essential for a conservation facility to be effective. Bataan is located in Central Luzon in the Philippines. Due to its proximity to water and almost island-like appearance, it is well-known as the Bataan Peninsula. Numerous environmental initiatives, like the Bird Watching Park, Zoobic Safari, and Pawikan Conservation Centre, are situated there. It is also well-known for its historical and cultural sites, such as Las Casas De Filipinas De Acuzar and the Mt. Samat Shrine and Museum. They are also well-known for their fishing, aquaculture, and agriculture, particularly palay. Due to its conservation efforts, historical site preservation, and agricultural aspects, Bataan could be well suited for this kind of facility. The Site is located in Mt. Samat in Pilar, Bataan where the Dambana ng Kagitingan lies and now a historical site for tourists and locals, and part of the tourism sector of Bataan.

SWOT Analysis

Since there is currently no road encircling the 30,000 square metre, or 3 hectare, site, the proponent plans to construct a vehicular road as part of this project. It is roughly 1,300 meters from the gate of Mt. Samat Shrine and 1,500 meters from the shrine itself. The Department of National Defence (DND) can assist in securing the site once it is constructed, as they are the ones who protect the mountain. One has to take the Roman Superhighway, turn onto Gov. JJ Linao National Road, and then turn onto Mt. Samat Road in order to get there. Although landslides differ based on the location and elevation of the mountain, it is safe from volcanic hazards, liquefaction, and ground rupturing.

The project aims to create an immersive and interactive environment that educates and engages visitors on marine fisheries and environmental conservation, fostering a sense of responsibility and care for the ecosystem.
